In a limited fashion. Per the product Q&A (http://www.cisco.com/en/US/docs/net_mgmt/cisco_building_broadband_service_manager_b9/mics_guides/bbsm_q_a.pdf):

"Third-party switches: Some third-party network devices may be compatible with BBSM. However, they have not been tested with BBSM and are not officially supported. To use these third-party devices, choose Generic, Generic without Link Status, or NULL:Clients connect to router from the drop-down menu on the Switches web page. For additional switch information, refer to the Cisco BBSM Products Network Device Compatibility Guide."

The compatibility guide is a bit dated (5 years old) and is posted here: http://www.cisco.com/en/US/partner/docs/net_mgmt/cisco_building_broadband_service_manager_b9/mics_guides/Devices.html

As with most Cisco network management products, BBSM's utility with non-Cisco products is very limited. Since this product is no longer sold, no further enhancements will be forthcoming.
