CAR to control bandwidth

I have a remote office. I need to configure a VLAN for guest internet access. I have created the VLAN and am using sub-interfaces on the router. I want to rate lime traffic to ensure a guest does not take up all the bandwidth. CAR (Committed Access Rate) seems to be the best for this. I want to give them a max of 768kbps. The syntax for this command is a bit confusing to me. Can anyone help me out?

Limits the input or output transmission rate on an interface or subinterface based on a flexible set of criteria

QoS provides priority either by raising the priority of one flow or by limiting the priority of another. CAR is used to limit the bandwidth of a flow in order to favor another flow.
