This is not a real error. It happens where there are no jobs configured. You can just ignore it. We will be removing it in LMS 3.2 due out early this summer. In the meantime, just acknowledge the pop-up, and click the Create button to create a new job.

I have scheduled no of jobs and most of them running successfully too. The real problem is I cannot view/edit the netconfig jobs.

It looks like some there is some bad data in the job table which is crashing RME. It may be a bad Config Editor job, but it's impossible to tell for certain from this. Try going to Common Services > Server > Admin > Job Browser, filter ong Config Editor jobs, and delete the job you find. See if you are able to access the Netconfig job browser.
