Hi Carl,
I dont think that there is any hard and fast answer as it depends on your equipment and how you connect to the SP's cloud.
For what it's worth, I get average response times of 15ms and 35ms from two of my remote sites - both connected over 2mb circuits. The 35ms site has to traverse two service providers so it is a little higher than the other "on net" site.

"Normal" - it depends.
Some factors:
Distance - figure about 1 to 1.5 ms per 100 miles/KM (distance can be [much - e.g. int'l] more than direct p-2-p)
Each switching/routing "hop" adds latency, but assuming there's no congestion, minimal with current equipment
Serialization adds latency - can be quite noticable on low bandwidth link (try both small/large packets to see difference)
Most responding devices treat ping replies with low priority (which can add to latency - Cisco dedicated responders mitigate)
(Don't forget to double expected latecy for RTT.)
