The router has 2 serial interfaces -

s0/0 IP 192.168.8.21

s0/2 IP 192.168.8.17

the serial interfaces are P2P connections to another device(s)

other end of P2P connections are

s0/0 192.168.8.21 -> P2P -> 192.168.8.22

s0/2 192.168.8.17 -> P2P -> 192.168.8.18

for this router to get to networks 192.168.2.0/24 & 192.168.4.0/24 it can use either P2P link.

Edit - you don't actually know whether there is one router or 2 routers at the other end of the P2P's.
