EM Forward setting

I have a single cluster split across the WAN. During a wan outage the CF unregistered setting forwards the call to the Full DDI number of the extension as each site has local telco connection. This works fine for hard set devices but with device profiles the CF unregistered setting take effect when the user logs out as well, the want a device profile to forward to mobile when logged out but if unregistered forward to full DDI like the hardset phone, any ideas is a CF logout setting coming?

Extension Mobility DNs should not be configured to send Call Forward Unregistered calls to the PSTN DID associated with the DN. The DNs of Extension Mobility profiles in the logged-out state are deemed to be unregistered; therefore any calls to the PSTN DID number of a logged-out DN would trigger a routing loop.
