CER 7 fast busy

I am working on configuring CER 7.0 with our CM 7.0 cluster. I have my CTI route points, my translation paterns, route patterns, etc all setup per documentation. I'm using a test number (511 rather than 911 until I get CER fully functional) However when I try to call the test number I just get a fast busy and nothing shows up in the CER call reports, nor is any notification going out either. CER is picking up all the phones (for now just in the default ERL).


What is the easiest way to troubleshoot this or does anyone have any thoughts? I'm not sure if my calls are even hitting the CER server, can I gather traces from CER like I can from CCM?


Also, I'm really confused on the ELIN settings for the default ERL settings in CER. I have my Router/Translation pattern easy enought (test pattern 1000.511, but I'm not sure what I should set the ELIN number to. I have DID's for every phone so I'm not really needing callback to CER, just to send the phones DID outbound.


Any thoughts or suggestions would be greatly appreciated.
