Ciscoworks Icon not working

I have installed lms 3.0>3.01>3.1 but since 3.0 itself the Icon created on the desktop is not opening when I double click on it.

Pls advise.

The icon is just a desktop shortcut file. Somehow, its properties must have diverged from the actual server properties.

Right click on the icon and examine its properties. They should match the URL that you use to access the server. The server's DNS fully qualified domain name (FQDN) must be resolvable from the client and the port number (typically 1741) must match.
