Somehow I cannot get this to work using the C150 GUI. We need to send an automatic HTML formatted response when users email a specific address. My best guess is to use a content filter with notify action and a template.
Is there another path that can be taken?

That seems the best approach. You would want to set up an Incoming or Outgoing Content Filter (or both) depending on whether the notifications go to internal or external users. Then you could set up a Mail Policy that matches on the recipient address and enable this filter.
