Can I upgrade IOS on a Catalyst to the same version but with encryption so I can enable SSH? Or does this violate any licence agreement?

As far as I know as long as its the same feature set its ok to download the crypto version of the same code as long as you have a contract.

I was informed by our supply company (who are Cisco gold partners)

that as long as the feature set reamins the same, the Crypto (SSH) and non Cryto version of an IOS are covered by the same licence.

So yes you should be able to do what you want.

The others are correct. Within the same feature set the "upgrade" is okay.

Example:

IP Base (W/O crypto) to IP Base is Okay

IP Base (w/o crypto) to IP Services is NOT Okay

It is illegal to put the high encryption image on a device within the US export restrictions list (ie. IRAN).

That's why it doesn't ship with the crypto image installed.
