i have many client with cisco call manager express 7.0.1

i copy the CME-locale-fr_FR-French-7.0.1.1.tar in flash:its/

i execute the commande in telephony-service:

user-locale FR load CME-locale-fr_FR-French-7.0.1.1.tar.

i created ephone-template with user-local 0.

but i have not french !? what is the matter ? a bug or i missed something.
