I recently switched computers and can not open a .aef file in script management in IPCC Express. Is there a program I need to have on the PC to open a file like this?

Yes you do, download the script editor.
Cisco has it as a downloadable file under software/voice/

I have downloaded the script editor. When I click on the script to open it the script editor comes up and disappears and never shows back up.
