I am using a 4402 controller and want to have different power levels for different SSIDs. For example I want the Guest network SSID to not be visible as far out as I want the production network SSID. Can I do this with the controller and if so where do I set that?

The tx power levels are set on a per radio basis so all WLANs on the same radio will have the same power level.

"I want the Guest network SSID to not be visible"

Disable Broadcast SSID for your Guest SSID.

If you configure AP Groups, you can allow your specific SSID, such as Guest, not to be broadcasted in specific location (based on AP).

Hope this helps.
