WLC Web Authentication - Connection Refused

When a client is redirected to our web authentication page, the WLC sends a TCP RST back to the client and 'Page Connect be Displayed' comes up in Internet Explorer. The following is displayed in the message logs on the WLC:

Jun 01 09:25:04.876: [WARNING] ewmain.c 2554: sslConnectionInit() refused connection

Jun 01 09:25:04.876: [WARNING] ewmain.c 4874: ewsNetSSLStart: SSL_do_handshake() failed, error = 1

Any ideas?

It appears we may be running into this bug:

CSCsz89858

I don't see a server hello in response to the client hello during the SSL handshake.

But a reload did not fix the issue and I am running 4.2.176.0
