Agents in Cisco Desktop Agent an not go ready

My agents are getting the following error when trying to "go ready" after logging in to Cisco Desktop Agent for IPCC.

"Cannot go to the ready state while the phone is out of service. Other state changes are possible."

I have tried removing the device association between their phone and RM_User and adding it back. So far, no luck. Has anyone else run in to this issue or have any recommendations to resolving it?

It is not happening to every agent, just a handfull.

Yes, this message is common if the device is not online and registered in Callmanager. The phones still need to be associated with RMJTAPI, have their IPCC extension assigned, and the phone registered. The client must register itself to the phone. Until it can then you will continue to see this message. If all the above is correct and assuming all the UCCX agents are configured correctly in UCCX then try closing the client, unplug the phone (removing the power source:AC adapter or CAT5), plug the powersource back, let the phone come back up completely then launch CAD and log back in.
