Hello Aaron,
there can be another telnet/ssh session where a sh run has been given and the session is stucked at a more prompt.
check with sh users if there are other sessions.
There is an option that provides exclusive access to running config.

I am not sure this is the problem as now I can see the config but it can take a few minutes until it pops up on the screen. The switch was rebooted 2 days ago.

Hello Aaron,
as noted by Leo you may be hitting a SW bug.
To help narrow the search more details are needed, if you can attach a sh ver and sh module
