For Vlan ACL, VACL, should interface vlan SVI with IP is required or it can work with L2 vlans.

It is for L2 VLANs, for SVI you use a plain ACL.

you mean, if we have only L2 domain, we can filter different traffic based on IP subnet.

Yes SVI is not required for the use of VACL...unless you actually need it for inter vlan routing for example.
For VACL, you will use access maps which refers to ACLs.
