Is there a way to block certain incoming numbers on call manager from getting through to specific DDI's?
I know you can do this on the gateway but I want to know if it is possible to do this from within call manager version 4.1(3)
Scenario - nuisance caller: 12345 is calling DDI: 1919 on a regular basis.. how do we block 12345 from within call manager?

You can do this by using Translation Pattern ->Calling party ->restriction

CallManager does not have capability to block based on ANI which is what you want to do. Your options are following:
use H323 for GW and use blocking rules
route this DID call via Unity/UCON routing rule
route this DID call via CRS
