About CTI Route Point

We had config a application simulate with IPMA. we had a CTI Route Point(name 101X_RP, DN 101X). and

have partitions: Agent_PT, Manager_PT, Agent_Controlled_PT.

have CSS: Agent_CSS (include Agent_Controlled_PT)

101X_RP in Agent_PT and use Agent_CSS, and 101X_RP set Call Forward No Answer to 101X.

Common_CSS add include Agent_PT, set priority to first.

We have a phone dn 1016(before in Common_PT), set phone 1016 to Manager_PT.

now bad things occur, when we dial from other phone like 1078(in Common_PT, use Common_CSS) call to 1016, call failed.

but move 1016 back to Common_PT, call successfully.

we think the upper configure was correct, so we reboot the call manager server. then every things was OK. we dial from 1078(Common_PT) to 1016(Manager_PT) successfully.

who can tell me what happen? we can't reboot server when add a new phone to Manager_PT every time. :(

Call Manager Server: 4.1(3) SR5b.
