In order for RME to be able to fetch the vlan.dat, you must have telnet or SSH credentials configured in DCR, and the device must be able to TFTP the vlan.dat file back to the RME server. This means the UDP port 69 as well as all ephemeral UDP ports must be open between the device and the RME server.
