I have two PRI's on a Nortel where the configuration is 46B + 2D; where there is an active D-channel and a backup. I want to swing this over CUCM 7.0 on 2811 router/gateway. Does the Cisco support a primary and backup D-channel?

Yes, that is called NFAS. You will need to use H.323, as MGCP doesn't support that.
