2821 2 HWIC cards

Dear Experts,

I tried to install 2 HWIC 4ESW modules to 2821 routers. But only one slot working properly 2nd one shows everything fine but cannot ping or layer 3 activity not showing. But according to Cisco website it suggest 2 HWIC we can install. Is it a default behavior ( only one HWIC 4ESW work ) Any idea ?

Seems to be we must enable stacking. With stacking it worked. otherwise it doesn't work :(

That is documented by cisco, multiple ESW modules require a physical cabling across.
