CUBAC transfer and access right

I have an issue about CUBAC and transfer. I hope someone could help.

CUCM 7.0

CUBAC 2.0.11

Internal extension are configured with access right to national number only (0[1-9]!)

Attendant device is configured with full access (0!)

When an internal extension calls the attendant and asks to be transfered to an international number, it doesn't work.

For the transfer, the Calling search space of the internal phone is used and not the one of the attendant device.

This behavior is really annoying.

Attendant must hang up, calls the international number and then transfer to the internal extension.

Is there a way to authorise transfer if the transfering device is alowed to it even if the caller isn't?
