When configuring class-map/policy-map... where will the application command "service-policy in/out XXXX " be applied?

Under interface, subinterface, VC, VC-class and the like.
Note that is called MQC and not PBR.

It depends, You cannot apply some MQC in the inbound direction(Let's say CBWFQ). You cannot apply MQC directly under the frame-relay sub-interface.
