3400 as layer2 switch between perimiter and border routers

I have 3400 switch with no ip interfaces on it and all the ports in the default vlan. It sets between the perimeter router and my borders routers. It doesn't allow ospf to communicate across it. If I show ip ospf neighbors on one of my border routers, it doesnt see any.

Use sh cdp neighbor command to discover the neighbors. And ensure the ospf configuration and the layer1 connection.
