I have a WAN-based cluster.
site A has Publisher as TFTP server, site A also has a backup TFTP server.
SiteB has a subscriber without enabled TFTP service.
during normal situation, phones at siteB will registered with SiteB subscriber server while using TFTP servers at SiteA, if no IP connnection between siteA and SiteB, hence, no TFTP service availaible, are all phones at siteB can still regisitered with SiteB subscriber and receive DNs, and make calls?

Hi,
If SiteB looses comm with SiteA, the phones in SiteB will register with the CUCM in SiteB fine. However, the phones will not be able to receive any updated config files, firmware files, etc. So, if there have been no changes and all that happens is that the phone resets, you are good to go. However, if you add a new SRST, or make changes to the phone like add lines, make changes to other config, this will not be available to the phone. Also, the registration process might take a bit more time as the phones will wait for TFTP timeout.
The best option for you at this point is to have a TFTP server local to the phone in SiteB. This will not only help you when the 2 sites loose comm, but also, will reduce the time for TFTP comm for firmware upgrade, config file download, etc. Also, will reduce you WAN utilization.

Why is this service disabled on SiteB? Any reason?
This should be enabled and set as the backup tftp server for the phones at site a and primary for site b.
Personally I would look into the SRND Design Guide for CUCM as your design seems a bit confusing.
What is your backup TFTP server at site A? Is there a subscriber at site A?
