Can the CF flash be removed and larger one put in while the router is running??

Yes you can.
Just make sure the larger one is not above the max support size. You can find info in data sheet on cco.

Yes, the CF is only accessed while loading the code from memory or writing a core-dump.
Caveat:
The flash in the 28xx ISR router may also hold Vlan information if you have a switch module installed.

The maximum size is 2Gb CF. Due to the current fad, you should can get 2Gb CF at bargain basement price.
Just make sure that before you start using the CF, FORMAT the CF using the router.
NOTE: The same rules apply for USB as well, however, if you plan to use the USB-boot feature, you need to upgrade the ROMmon.
