Dear Master,
Device: Unity 7.0
Feature: Automated Attendant / Call Handler.
Why Unity just only can transfer call to extension number which have register in the Subcriber (Unity System Admin) ?
Can not transfer call to the extension which the extension does not register in Unity (Subcriber) or extension doesn't have email/LDAP

This is working as designed. You'll want to setup a System Transfer. This doc explains how to do this:
