Voice E1 Traffic and IP traffc

Hi, I need some help to configure something I'm attaching in the file.

In one end, I have a BTS (for mobile clients access), BTS doesn't use IP or Ethernet connections, its connection is through E1 interfaces. I need transport this voice traffic to a Central PBX which is in another place through "main link voice" as diagram shows. This is a link by earth.

When "main link voice" goes to "down" state I need the voice traffic be automatically forwarded to "secondary link voice" (this is a Satelital link) to reach the Central PBX.

In normal opperation the satelital link is used to pass Internet Traffic for clients connected to Cisco 2800, but It must pass voice traffic through the same link when "main voice traffic" goes to "down state".

Take on mind that link bandwidth is not a problem.

I need some advices to configure this. Is it possible in that way? is it better use additional devices? What would be possible commands to use in Cisco E1 link interfaces?

I really appreciate your suggestions.

you are looking for integration of mobile networks over IP networks

read the following:

You may have the right equipment or not and I would focus on this check first.
