This call shows a 'voice' or speech bearer capability -
Bearer Capability i = 0x9090A3
which breaks down as speech, 3.1 khz, G711alaw coding
The WIC-1BRI card is for ISDN data calls, not voice calls. This is why the call is failing.
If you want this router for voice operation, you will need a VIC-2BRI-ST/TE or similar ISDN voice card.
If you want this for data operation, the originating device needs to make a call using a data bearer capability (0x8890 - 64Kbps, unrestricted digital)

You don't actually configure anything. The other device making the call should be setting the bearer capability as data. At a guess, the other device is probably an analogue modem making a voice type modem call (v34bis, V90 or similar). If this is the case, then the ISDN WIC won't help as it does not have a corresponding digital modem module to place across the B channel to terminate the modem call.
Otherwise you need to determine why the remote device is making a speech call instead of a ISDN data call.
Post your config here so we can confirm how the router is configured.
