Ipma + Cti error

i have a serious problem with ipma. when we execute ipma we have a message ( can not connect to server).

i have seen in the event log for cisco callmanager [4.1(3)], and i found the error message for the service : CTI Manager :

Recommended Action: Check the reason code and correct the problem.

Restart CTIManager if problem persists..

I have restarted the service CTI many times, but the problem still exist.

please can someone help me?

Configure the AC user for CallManager. Also, deactivate Cisco TFTP and IPMA and EM on the Sub. Reset CTI Manager and TCD on both Pub and Sub
