3911 and Forced Authorization Code

I have a IP Phone 3911 ( SIP ) in Communications Manager 7.0(1), I have applied Forced Authorization Code in the Route pattern, when the user dial a outbound call with FAC, the IP Phone does not play the tone in order to ingress the FAC and is not complet the call. Do you know if are there a restriction for SIP or Ip Phone 3911. ?

I have to disable the FAC in order to do a call.
