Dear Sir,
We have two cisco routers(3845 and 2851 with 12.4(9)T7 IOS) in different locations. Both routers are connected with MPLS link.
When we use WIC 2T card in routers, line protocol goes UP, But When we use HWIC 4T card in routers, Line protocol goes DOWN.There is condition that we have to use HWIC 4T card in project.
Kindly tell me, what is problem? how can we resolve?

Contact the TAC, it may be an hardware issue of interoperability with the circuit interface converter.

Are you using the cards in one of the 4 built in slots or are you using the NM slot? If the NM slot i'm not sure if all NM's support HWIC's.
Also, how about trying another IOS version?

we are using cards in one of the 4 built in slots.
The IOS version is inbuilt with HWIC 4T card and these are new routers purchage for project.
I don'nt think there is any hardware issue.

So what do you think ?
You will find that sometime, mysteriously, certain cisco HW just doesn't work.

As PB suggested you're likely going to be calling the TAC. If it was me though I would've tried the card in a different slots, a different router, and with a different IOS before calling.
