Anybody knows If HWIC-3G-GSM can configurate for cellular calls, or simply a Backup connection??

it can be primary connection too. Config is very similar to ISDN or other dial access.
Use it as backup is preferred due to billing or bandwidth. Some countries charge by seconds or minute + call setup fee.

The 3G HWIC line of cards are all dial on demand, so they can be used as the primary, just we do not recommend as was stated above
if you have a great deal of data you wish to send as it could get expensive in some areas. In general the card may be used by the customer in anyway they wish, be it a back up or the primary WAN. Being that is a dial on demand (when intresting traffic is available) then it can be cost effective as the primary also.
