mmm, it's a combination of what you have in the CSS and what you dial

The moment you go off-hook the possible matches are everything you can reach with your CSS, every digit you input goes to the DA and narrows the initial possibilities until no potential matches exist (just 1 match) or when you have potential matches (which would be overlapping dial plan)

If you use the DNA tool it will show you the outcome of the DA.

This is exactly the theory behind the PLAR config.

yes

A calling search space comprises an ordered list of route partitions that are typically assigned to devices. Calling search spaces determine the partitions that calling devices search when they are attempting to complete a call. For more detailed information on calling search spaces and partitions, refer to "Partitions and Calling Search Spaces" in the Cisco CallManager System Guide.

When you go off-hook the DA starts processing the digits and matches them against the elements your CSS is allowed to reach to determine if you have permission to dial. This comprises the possible matches list you create as you dial.

I'd recommend you to read the whole doc.
