DSM-3-INTERNAL: Internal Error : No DSM handle provided

I have a setup like this.

Siemens PBX -----PRI----> Cisco3660------IP(H.323)---->Cisco 3845----PRI---->Avaya

Call flow is from an extension in Siemens PBX to an extension in Avaya PBX. The calls are not getting connected with the error attached in the logs.

Cisco3845 is a CME, and if a call is from an extension in CME to the same Avaya extension, it is working fine.

Please let me know if anyone has faced this issue.
