CME 7.1 (12.4.22YB3), with extension mobility enabled.
An octo-line ephone-dn shared amongst 4 users, the state of CFNA, CFA or CFB from the user's GUI interface can't be changed.

Contact TAC, ask to reproduce, file a bug as necessary or provide a solution.

I know that the GUI has not been updated for octo-lines and some of the CME 7.0/7.1 features. This functionality was being ported over to CCP (cisco configuration professional).
Your mileage may vary with trying to have new things added to the CME GUI.
It's worth a TAC case, but thought I would give you fair warning.

Thing is, as much the CME GUI is deprecable, it gives the only known way for an user to CFA a phone without accessing it physically.
I do not see CCP as a valid replacement for that (admittedly I never used it).
