I have script that can record voice. But script creates only temp prompts with dynamic name like 1247228077715@4d0c30.wav.
How I can make script to save prompts with static name like "myprompt"?

You will need to authenticate a user within the script (either statically in the code or interactively to the caller) and then upload it to the Prompt Repository.
Once there any script can call it identical to a manually uploaded prompt.

what pallet/icon should I use in CRS Editor to save recorded prompt with static name?

Also, as I have mentioned on this forum many times, saving anything to the disk directly is not supported. You will not be able to do this starting in 8.0. Uploading to the document repository is your only supported option.
