Does NMS also mean that it has log management/syslog features?

I have this problem too.

NMS is a generic term for network management systems. NMS has been used to encompass technologies which provide fault, configuration, accounting, performance, and security management as well as asset tracking and billing. Syslog would fall under fault management, and thus is considered an element of network management.

Is it correct that log management is provided in CiscoWorks LMS under RME component only.

Correct. RME provides syslog reporting and notification triggering.
