HI
1. I just got my own ip space.is it possible for my existing ISP to broadcast this new ip space without AS NUMBER and BGP Peering ?
2.what are the requirements to become an ISP?

Depends on the services you're offering. Check Cisco Press/Amazon for some books.

typically,how do ISP's connect to internet ?for example Cisco.com is using
MCI in USA and say MCI is not available in canada and I am in canada and I want to reach cisco.com ,how do I get there myself if I am ISP.You may tell me I have to go through backlbone,who are these backbone providers ?

As an ISP you should have a minimum of two disparate connections, each to a tier 1 provider. Here's a list I found of tier 1 providers, but I can't speak for how accurate it is.

Your IP space without BGP will be static.
The ISP will do something like this:
If you own 23.1.0.0/16
The command they will key in will be:
ip route 23.1.0.0 255.255.0.0
The requirements for an ISP, ability to peer with larger ISP's. Redundant and fault tolerant links. Expert staff to work backbone issues, and peering issues. Customer Service that speaks clearly for your customers.
Oh yeah...lots of money! OC connections are not cheap...

Hi,
1- Yes, As Upstream ISPs could advertise your IP block without aregistered AS number.
2- If you mean the technical requirment, then the following are basics:
a- Proper Network design.
b- Proper Capacity planning.
c- Hardware requirment.
d- Redundancy.
e- Security
f- QoS (As some customers requires special handling).
Its therfore, varies and depend on the Scope of the work to run the ISP.
Some ISPs started partially and build up thier ISP gradually, and some started with fully prepared & complete infrastructure.
