I am trying to register a Transcoder using old PVDM-12's on a 2821 running IVS_M 12.4.20(T2)
From all the docs it seems to be configured right, but not go. I have a TAC open as well, but that is just lingering.
Using CUCM 7.0.1, I have a Cisco IOS Media Termination Point Hardware device using the MAC of my router.
In the router:
voice-card 1 (this is the right slot)

Hi!
Have you tried to so a no sccp/sccp from the router? If you think the config is right, you can try to reload the router too.
However, you need to check too how did you add the CFB or transcoder on the CUCM Admin page. Please refer to the following link for
troubleshooting DSP registration:

If all the config is correct I would try to delete the transcoder from the CUCM admin page and add it again as per the following document:

Outside of restarting CUCM, I have done almost everything. The only thing that is a little shaky is that it won't let me delete the transcoder commands in the router. It says to take the DSPFARM down first, but then when you try it, it says DSPFARM is still coming up or something like that. So you can say no dspfarm, and no sccp, but it never lets you remove the settings.

Make sure you are not sharing DSPs... sometimes you are not able to shut the DSP profile if for example all the DSP resources are
being tied up on a PRI on the T1 controller. Do not share DSP resources. Make sure that each DSP profile is configured with
resouces from one media card and that you added the XCODER using the MTP

This looks correct to me.
I would check 'show voice dsp group all' and 'show voice dsp detail' to make sure the DSPs are in a good state.
Next, I would start unconfiguring/reconfiguring, and restarting things.

Yeah, check DSP Hardware, probably they are bad and need replacement.
