IPMA Inclusive Filtering not working

I'm running cucm 7 and have setup IPMA (proxy line) which seems to work good except for getting the inclusive filtering to work; I haven;t tried exclusive yet. If I divert all calls to the assitant all calls route to the assitant even the number's in the inclusive filter. when I disable divert all all calls route to the managers phone. When I first set this up the manager phone displayed "filtering down" however after rebooting CUCM thats gone and all appears to be normal. Any ideas?
