How could we filter numbers (internal and external) that could reach a specific internal DN ( a VIP :-) ) ?

No, IPMA is the only way to configure the inclusive or exclusive filters to do what you want.

Otherwise it goes to CSS/partitions config.

You should look into the IPMA feature. It is in the CUCM documentation.
