ISDN BRI problem

I have 4 port ISDN BRI and the configuration follow attache. I try to call between site and the ISDN BRI its work only 3 port of 4 port. Currently ISDN working I use command "debug dialer" and test call by command

"isdn test call interface bri 0/0/2 073224017"

When I debug isdn q931 then use "isdn test call interface bri 0/0/2 073224017"

PS. the number 1899 its just a huntgroup of 4 ISDN telephone number that I have.
