why con't setup tunnel between PEs?

hi,i have a problem about multicast for mpls vpn.

ce1-Pe1-P-Pe2-Ce2.

at the core use ssm .but i don't know how to config P.the configuration of Pe:

ip multicast-routing

ip vrf a

rd 100:1

route-target both 100:1

mdt default 232.0.0.1

ip multicast-routing vrf a

ip pim ssm default

the configuration of P:

ip pim ssm default.

but display of the PE:

sho ip pim vrf a nei

only have the interface connect with CE .

why don't setup PEs ?

P-config:

ip multicast-routing

ip pim ssm default

Interface config:

ip pim sparse-mode (on all relevant P and PE interface)

You might also need to enable 'address-family ipv4 mdt' on P/PE, dependent of HW/SW

A verification: show ip pim neigh on PE should show P-router as neigbour
