But this involves call one party, put on hold, call second party.

I am being asked for a feature that gives you the option to enter the two numbers and then call directly into a Conf.

Then we don't have what you want with just CUCM. In CUCM you do it as you explained or meet-me (each person dials)

You would need MPE or MP which can dial to the attendees in blast mode.
