cuom where change default locale to english using spanish os?

Hi all. I'm installing cuom 2.1. and the install guide said that default locale for your Windows operating system must be set to either US-English. where can change that? because my operative system is spanish language.

Two languages supported are US-English and Japanese. If the operating system is non US-English, you have to reinstall a US-English operating system. Also check the Regional settings to check the language over there. If it is non-US English, please change it to US-English, reboot the server.
