IP Phones are hanging

I am using CallManger: 7.0.1.11000-2

and I have strange problem, some IP Phones when the user dial some numbers the phone is hanging for approximately one minute then it comes back.

The problem is the same extension or pattern is working with some phones, and it does not with others.

Any Difference in Firmware on the phones?

I faced the problem in more than one type of phones and each model should has the same Firmware

By the way mainly this problem happens if the user dial extension not exist, but I have one phone which is 7975, if I call one service number outside the company the phone will hang, and I can call this service number from other phones.
