my question is, does cisco have a tool to show me what IOS i can upgrade my router to? can i upgrade to the 12.4? or not? or what is the highest i can updgrade to and how much flash and ram will i need?

I have this problem too.

When you have choosen the specific IOS you want, and before the IOS will be downloaded, the website will tell you the amount of FLASH and DRAM required.

Anyone can create a CCO account. But you need a service contract to download IOS, create TACs and others.
