Getting Fast busy when one call in queue

We have a problem where when we have one call in queue, the next person that calls in get a fast busy. Has anyone had this problem or have any ideas? This is IPCC Express.

Likely a lack of available CTI Ports or you have a maximum limit set on your application or trigger.

You provided the solution. Thank you for the response. The JTAPI trigger maximum number of sessions was set to 1. I believe this is the default.
